First Steps Enterprise Limited offers the following services:
A number of staffing options are available for children’s centres, schools and other organisations. The service is often one for a fixed-term number of hours over a fixed-time period rather than emergency cover. It aims to add value and provides children’s centres and others with a way of obtaining additional resources which are additional to core staff.
The following positions are ones centres currently or are likely to utilise:
- Outreach Workers
- Early Years/Childcare Practitioners
- Crèche Activity Workers
- Reception/Administration Workers
- Dads/Male Carers Support Workers
- Family Support Workers
- Behaviour Support Workers (in schools for children aged 4-11)
We can work with centres on other options they may wish to explore.
We can also provide staffing for long-term sickness/maternity cover for core and other staff members.
We can work with centres together on recruitment or do it this on their behalf. All new staff are subject to an application process and interview, enhanced DBS disclosure and two references.

We can provide programme management to projects which may be operating in children’s centres, schools, community organisations or others. This includes process management, administration and operations.
This may include:
- Volunteer programme management
- Employability programme management
- Specific issues (e.g. a health project) programme management
- Crèche operation management
First Steps can supply consultancy services to assist with funding applications, business planning, business advice or non-accredited learning. This can be to both those in the field of children’s and families and those who are not.
Who Runs First Steps Enterprise?
First Steps Enterprise has two directors.
Ian Merrison, the Managing Director, has worked for providers of childcare services for over 17 years. He was a senior manager at Eldonian Group Limited, and oversaw the significant growth of a number of services for children and families, and has worked closely with a number of services in Liverpool and Sefton. He was also the registered person for two Ofsted-registered service and was the organisation’s Senior Safeguarding Officer.
Jenny Merrison is also a director. She is a Year 2 Teacher and has taught in primary schools for over ten years. She also spent five years working for a community organisation in an outreach and school assembly role, working with children up to the age of 11 and their families.
